Introduction
1. This military and political history is couched in the terms of the Commission's mandate, attempting to present accurately the social and historical "context in which the violations and abuses occurred" and to address "the question of whether those violations and abuses were the result of deliberate planning, policy or authorisation by any government, group or individual".
