OBTAINED BACHELOR OF LAWS, UNIVERSITY OF THE PHILIPPINES; BAR TOPNOTCHER, 1913. GOVERNOR OF CAPIZ, 1919–1922. REPRESENTATIVE OF CAPIZ AND SPEAKER OF THE HOUSE, 1922–1934; HEADED THE PHILIPPINE INDEPENDENCE MISSION TO THE UNITED STATES WITH SERGIO OSMEÑA KNOWN AS OS–ROX MISSION, 1931–1933.
